Riverside may have lost the first round, but it's not leaving the courtroom yet. In the wake of a ruling rejecting the position that the Port of Los Angeles failed to adequately study the environmental impacts of the China Shipping project on the city, the Riverside City Council has decided to appeal. But whether pursuing the matter is successful - either in getting a different legal outcome or a negotiated settlement - remains to be seen.
In his ruling issued last week, Orange County Superior Court Judge Ronald Bauer concluded that there is a link between increased capacity at the port and more rail traffic through Riverside, but that the evidence does not support a finding that any impacts are significant.
