At a time when virtually no transportation project goes unchallenged, three organizations are suing Caltrans over the proposed State Route 47 truck expressway project.
The lead plaintiff is the Natural Resources Defense Council. The other two are the East Yard Communities for Environmental Justice in Commerce and the Coalition for a Safe Environment in Wilmington.
The defendants are Caltrans Region 7 and the Alameda Corridor Transportation Authority, a joint powers authority of the two ports. The state transportation agency certified the Environmental Impact Report in August. Caltrans is the lead agency, with ACTA partnering to manage construction.
