Riverside Challenges Port Projects; Suggests 'Moderate' Fee

In addition to a legal challenge to the Port of Los Angeles China Shipping project, the City of Riverside is challenging the Port of Long Beach Middle Harbor redevelopment project and has also been monitoring other projects aimed at expanding capacity through the South Bay Ports.

In recent letters to the Port of L.A. and the U.S. Army Corps of Engineers, Riverside restated its concerns about more trains coming into the city due to the expansion of the APL terminal. The Aug. 20 letters also indicate that the city is following the proposed modernization of Union Pacific's ICTF railyard and the new SCIG railyard proposed by BNSF.

The letters indicate Riverside's preferred solution - separate the rail from the vehicle traffic by replacing all at-grade crossings with overpasses or underpasses at an estimated $30 million to $52 million per crossing. The city has some funding to contribute, but its letters suggest that the ports could collect a "moderate, reasonable infrastructure fee based on cargo throughput, such as a container fee" to help foot the bill.
